Drug and Alcohol Rehab Columbus Comments Ohio's Proposal For Welfare Applicants Being Drug Tested

(Medical-NewsWire.com, August 25, 2015 ) Columbus, OH -- A bill has been introduced to state legislature in which welfare applicants in Ohio would be screened and tested for illegal drugs. The proposal would create a two-year pilot program in three counties which have not yet been determined.

Adults applying for cash assistance would be required to complete a screening or questionnaire. If the screening or questionnaire shows that a person is likely to abuse drugs, they would need to be drug tested. If a person tests positive they will not receive the benefits, however the bill would allow a third party, also referred to as a "protective payee", to get the payment on behalf of the person'e children or dependents.

Currently, at least 13 states have passed drug-testing or drug screening legislation for those who receive or apply for public assistance, according to the National Conference of State Legislatures. The sponsors of the Ohio bill shared that this legislation will ensure that taxpayer money is not supporting another person's drug habit. "Right now, if someone is addicted to drugs, they may be getting the money. They might be giving it to the drug dealer and their family is still suffering. This is to take care of the families and to get help for the person who is addicted to drugs," said Representative Ron Maag.

The Ohio Welfare applicants who do test positive for drugs will be connected to treatment options.

The proposal included setting aside $100,00 annually for drug treatment referrals. The state would also pay for drug tests which come back negative, however those who fail the tests would have to cover the expense, which is about $35 for a urine test. Sponsors of the bill have not estimated a specific cost for creating the drug-testing program or it's potential savings, but it has been deemed as "affordable" with potential to save the state money.
