DEA hit the California's Proposition 65 list in 2012. Protocol is that once a product with a harmful ingredient goes on the list, they are responsible to notify consumers of such on the label within a year. The fact that many products with this hazardous chemical are not displaying the warning is of huge concern to many and thus the lawsuit was filed.
Cocamide Diethanolamine is generally in the form of modified coconut oil and is added to many skin care items that suds such as shampoos and soaps. It is known for its emulsifying properties because it promotes bubbling and also makes products creamy.
