Study Shows Many Will Benefit from Health Care Changes

(Medical-NewsWire.com, August 24, 2013 ) Henderson, NV -- Nearly half of the individuals who now buy their health insurance would qualify for the federal tax credits that would offset rate shock, according to a new private study.

However, the study also noted that many individuals earn too much to be eligible for such assistance, and could end up paying more. The estimations released on Wednesday by the Kaiser Family Foundation (a nonpartisan group) tried to answer some of the larger questions that surround the new healthcare laws headed down the pipeline.

The study noted that 48% of all families who currently buy their coverage would now be eligible for the tax credits that will be available next year. That total averages $5,548 per family, or a total of 66% of the average cost of benchmark “silver” police that will be offered through the state plan.

"About half of the people won't be paying the sticker price," said Gary Claxton, director of the health care marketplace project at Kaiser, an information clearinghouse on the health care system. "The people who get help will get quite a lot of help."

"Many, but certainly not all, of the people who don't get tax credits will pay more," he said. "How much more will be a function of a lot of different things."

Some who don't qualify for tax credits get jobs that offer available coverage, according to Claxton, who co-authored the study. According to Claxton, the premiums may not clear until the fall, following the Health and Human Services Department releasing the rates for the 30 states wherein government is now taking the lead on setting up markets for individuals and smaller businesses.

Stricker policies are likely to come through once individuals begin to enroll on October 1. Insurers will be forced to cover individuals with pre-existing conditions, despite those individuals having costlier totals per year. Policies must also provide particular benefits including prescriptions, mental health, and substance abuse treatment for rehabilitation. Policyholder's annual personal costs will also be capped.

All of the changes have insurance companies pushing hard for sounding boards to cry foul regarding the government. Meanwhile, many do stand to gain with the overall sweeping implications of the changes.
